...~ e

DISCUSSION

Currently, the Board staff is awaiting formal responses to questions that were raised at the formal
review of July 21, 1999 and stated in pirector Evans' letter dated August 20, 1999 - See attached.
The Board has not received an answer as to when it can expect an answer to our questions and
concerns.

On August 19, 1999, the staff conducted a meeting with the Cherry Creek basin county and city
officials. The purpose of the meeting was to seek an opinion on an independent technical review
of the Cherry Creek PMP and PMF studies. The group unanimously supported a proposal to
contract for a technical review. In addition, the group plagued the following financial support:
· Arapahoe County $20,000.00
· Douglas County $20,000.00
· City of Aurora $10,000.00
· City of Greenwood Village $25,000.00

On August 27,1999, I attended a meeting in Omaha, Nebraska where the findings of the Board's
Summary Report and the contents of Director Evans' letter were fully discussed. At the close of
the Corps' meeting, I was advised that the Corps would not finaiiCiafly participate in a "peer
review" of their PMP and PMF. However, they would review any'scientific study that was
conducted by the State of Colorado. In addition, the Corps' made an appeal that the State
commence a technical review after their draft EIS report is on the street which is projected to be
March 2000.
It should be noted that the county and city representatives at the August 19, 1999 meeting
expressed an opinion that they desire to commence the technical review, immediately.

ENDORSEMENT

The staff finds that it is in the best interest of Cherry Creek Dam Safety issue and the basin
interests to commence with the scoping for a technical review of the Corps of Engineers and the
National Weather Service PMP and PMFstudies. The staff requests the Board's endorsement of
this action.

Enclosure: Summary Report dated August 5, 1999
L:/boardmem/sept99/item 11 f.doc
