<br />!. <br /> <br />8) Issues for the basis of a new technical review of the NWS PMP Study dated July 13, 1995 are: <br />a) Use more historical flood events in the Rocky Mountain region for a site-specific study <br />b) A better definition and treatment of the orographic effects for the Cherry Cn::ek basin is <br />needed <br />c) Consideration shou~d be taken for the regional topography. such as the Monument <br />Ridge/Palmer Divide <br />d) Thirty years of new: data should be added to the analysis, whicll was not incorporated in the <br />existing HMR's : <br />e) The theoretical dura~ion, areal distribution, and temporal distribution of the PMP storm event <br />may be different for : Cherry Creek basin than what has been presented. <br />f) The present study lacks credibility among Colorado experts. <br />g) There is a need: to have input parameter and professional judgment decisions <br />reviewed/endorsed by a panel of meteorology experts (i.e. appropriate peer review) <br /> <br />" 9) Proposed actions by technical review team members include: <br />a) Conduct discussions : with Colonel Tillotson regarding the Corps participation in a State/Local <br />technical review. <br />b) Acknowledge that a: new technical review is essential in order for non-federal interests to <br />accept the findings o'f a PMP and PMF study. <br />I <br />c) Opportunities exist for a joint technical review of the PMP with the Corps of Engineers and <br />State of Colorado <br />d) Reasonable and reprbentative PMP and PMF study findings could possibly save millions of <br />mitigation dollars <br />e) Before contracting fQr a non-federal site specific study, the State of Colorado should receive a <br />formal statement fro~ the Corps of Engineers regarding their position on a non-federal study. <br />f) All future mitigation measures for Cherry Creek must be coordinated with the basin interests <br />and the State of Colbrado. <br />I <br /> <br />10) Summary of the Nove~ber 9, 1999 conversation between Larry Lang and Bill Miller (Corps of <br />Engineers) : <br /> <br />Larry Lang had an extensiye telephone conversation with Bill Miller regarding the present Corps <br />,I study activities on the Cherry Creek Dam Safety Study. Lang was advised that all Corps study <br />activities have been stoppe~. The Corps funding for Cherry Creek has been removed from the <br />Energy and Water AppropHations Bill. In addition, $200,000 has illso been removed from the <br />, , <br />II Corps' Operation and Main~enance (O&M) account for Cherry Creek Dam and Reservoir. Congress <br />has given the Corps a very strong message that no work shall be done until an independent review is <br />II made of the Cherry Creek ~MP study. <br /> <br />The Corps staff is presentlt assessing their study accounts to re-allocilte/transfer $200,1000 for the <br />performance of an independent review. Any Corps review activities and budgetary actions must be <br />approved by the appropriations committee and endorsed by Represent;:ttives Tancredo and Hefley. <br />The Corps feels confident tliat they can find the $200,000, however, they will need Colorado support <br />to secure the Representatives endorsement for the Corps independent review proposa1. <br /> <br />2 <br />
