I Background discussions were held in order to provide councilman elect Doug Morris with an
understanding of the Cherry Creek Dam Safety issues. (Attendance: list is attached).
I

1) Larry Lang presented the different PMP and storm studies. See table 1 (attached) for study
results.

2) The results presented iri table 1 clearly demonstrate that procedures, assumptions, professional
opinions, and technical judgment play an important role in the final PMP and PMF values for the
Cherry Creek basin.

3) The CWCB memorand~m dated September 17, 1999 provides a 111lore complete background of
the technical review actiyities to date (see attached memo).

4) The State of Colorado and Cherry Creek basin entities have not received a formal response or
schedule following the Corps of Engineers/National Weather Service joint review meetings held
on July 21-22, 1999 in Denver Colorado.

5) The participants of the ~eeting were in complete agreement that a site-specific study is the best
procedure for determini~g a PMP value for the Cherry Creek basin.

6) Much discussion took place regarding the performance of a non-Jederal technical review for
Cherry Creek basin or ~he negotiation of a joint non-federal and federal technical review. The
consensus was to attemp~ a joint review with the Corps of Engineers"

i 7) A recommendation was :made that the CWCB communicate with the Corps of Engim:ers to seek
an endorsement from them for a joint technical review.
