Welcome and Introductions

2. Review draft meeting minutes from the December 13, 1999 meeting.

3. At the conclusion of our December 13, 1999 meeting, it appeared that a joint Corps of Engineers and
Colorado Interests technical review was unlikely because of the rigid Corps I study guidelines and PMP
procedures.

4. I've had a number of discussions with the Corps of Engineers regarding PMP and PMF study concerns
following our December 13th meeting. There still remains the common "want" by the Corps and the
Colorado Work Group to resolve the Cherry Creek Dam Safety Issues, jointly.

5. The QUESTION IS: "How do we get there?"

6. Discussion items for the January 5th meeting:

. One more time - What and Where is the status of the Corp I s technical review?

· Is the National Weather Service (NWS) PMP HMR's the right procedure for the Cherry Creek Dam
Safety Study?

· The opportunities for the "Working Group" to draft language for the Corp's technical review are?

· How do we get members of the "Working Group" on the Corps' technical review team for "scoping" and
"selecting" a study contractor for the performance of the Corp I s study?

· How does the "Working Group" receive copy of the NWS's studyreview.tasks and when?

· How does the "Working Group" receive copy of the Corp I s study procedures and philology for PMP and
PMF basin studies?

7. Opportunity for joint technical analysis.
. Benefits and risks
· Communication strategy
