0032U1

types, levels, and trends in use. Such information will be used to provide
insights into the degree of demand for flat-water recreation, the capacity of
existing lakes and reservoirs to meet both present and future demands, and the
potential for development of new reservoirs to meet both existing and future
demands for various flat-water recreation such as lake fishing, boating, and
windsurfing.

4. The assessment of potentially significant adverse or beneficial impacts of the
alternative sites will consider several factors integrated across disciplines.
Among the possible adverse effects of reservoir development are displacement
of existing stream fishing and other recreation uses in areas that could be
inundated by a new reservoir. In addition, such displacement can result in
crowding at alternative sites providing similar recreation opponunities, panicu-
larly if the amount of displaced use is high and there are few other areas with
adequate resource qualities and sufficient capacity to absorb that use. The anal-
ysis will examine these issues. for each site and determine both the degree of
potential displacement and the degree to which displaced use might be relocated
to other locations in the area.

5. BIO!\VEST will develop a ranking of environmental factors for the three alter-
native concepts that is suitable for use in the alternative concept screening
(Task 5.H).

6. A technical memorandum describing the methodologies, analyses, and results
will be forwarded to CH2M HILL for incorporation into the screening of the
three alternative concepts. BIO/WEST will be responsible for responding to
questions raised by the TSC and incorporating those resolutions into the techni-
cal memorandum.

Products

The project team will produce the following:

l.cA,tGohnicalmemorandumdescribing the positive and negative environmental
impac-tsuatuindividual reservoir sites and with the alternative concepts will be
prepared and submitted to CH2M HILL.

TASK 5.H--ALTERNATIVE CONCEPT SCREENING

Purpose

The study team will present to the TSC and, after concurrence, to the P AG, a descrip-
tion of alternative concepts to storing water at the Juniper-Cross Mountain sites, as well
as the impacts and benefits of those proposals.

26

DENI800P /033.51
