0031~~

Approach

The project team will undertake the following activities:

1. The water availability of the three alternative conceptual projects identified in
the previous task (Task 5.E) will be evaluated with the spreadsheet model devel-
or;ed in Task 4.A.

2. The relationship of instream flows for habitat projection, recreation, and other
uses to project water availability will be presented through graphical compari-
sons of modeled flows and associated instream flow demands in downstream
areas.

3. Develop a curve showing the project yield/project storage relationship to "opti-
mize" the level of project development.

4. Determine how much of the Juniper-Cross Mountain decrees should be trans-
ferred to a new project site(s) to meet projected demand levels for municipal,
industrial, and irrigation purposes.

5. Descnbe the feasibility of transferring the Juniper-Cross Mountain decrees to a
new project site( s) and the hydrologic benefits of converting a portion of the
Juniper-Cross Mountain decrees to serve instream flow needs in terms of
changes to hydrographs and flow duration curves in downstream areas.

6. LRCWE will respond to questions from the TSC on the hydrologic analyses and
incorporate resolution of dry issues into a technical memorandum to be for-
warded to CH2M HILL.

Product

Tne project team will produce the following:

1. Yields for various storage capacities will be determined for each project and the
impacts on instream flow requirements in the critical habitat reach will be
described.

2. The amount of Juniper-Cross Mountain decrees that should be transferred to a
new project will be quantified and the impact of convening the remaining
Juniper-Cross Mountain decrees to serve instream flow needs will be indicated.

3. A technical memorandum describing the methodologies, analyses, and results
will be forwarded to CH2M HILL for incorporation intO the screening of the
three alternative concepts.

24

DENI800P/033.51
