A low., medium- and high-forecasting series will be applied for <br />water demands in the year 2010 and under ultimate development conditions <br />within the study area. The potential effect of further development of the area <br />upstream of Hayden in the Steamboat Springs area will be incorporated into the <br />planning process by adjusting the water inflows at the upstream hydrologic node. <br /> <br />3. A meeting will be held with the P AG after the TSC has reviewed and com- <br />mented on the municipal, industrial, and irrigation water demand projections. <br />Concurrence on the planning-level projections will be sought before proceeding <br />with subsequent tasks. <br /> <br />Products <br /> <br />The study team will produce the following: <br /> <br />1. Documentation of the forecasting methods and projections of water withdrawals <br />and consumptive uses will be prepared and submitted in a technical memoran. <br />dum for review and concurrence by the TSC. <br /> <br />TASK 3.B..ENVIRONMENTAL WATER DEMA1'o-rnS <br /> <br />Purpose <br /> <br />The purpose of this task is to identify the environmental and instream flow water needs <br />in the study area. <br /> <br />Responsibility <br /> <br />These activities will be undertaken bv BIO/WEST staff. <br />" <br /> <br />Approach <br /> <br />1. Recreation, Wildlife and Fishery Needs for the Ten Retained Reservoir Sites. <br />Develop list of assumptions for each discipline (for example, recreation, wildlife, <br />wetlands, fisheries, and endangered species) respective to low, moderate, and <br />high levels of water demand. These assumptions v.rill be developed in terms of <br />instream as well as reservoir demands. Tne assumptions will be based on the <br />data assembled through the initial site identification and screening effon <br />(Task 2). Tnese data win serve as a foundation for defining resource use rela- <br />tive to water demand levels. For example, recreational opponunities will be <br />determined based on demand trends for the surrounding region and projected <br />needs. This effon will be based, in pan, on projections and needs assessments <br />presented in the Colorado State Comprehensive Outdoor Recreation Plan, as <br /> <br />9 <br /> <br />DENI800P 1033.51 <br />
