r

003175

TASK I--STUDY INITIATION

In this task, the project team will initiate the study effort and will collect the available
data and repons on the physical setting in the study area. Figure 1 defines the study
area which is generally descnbed as the Yampa River drainage basin downstream from
the confluence of Elk River with the Yampa River and upstream from the confluence
of the Little Snake River with the Yampa River. A short baseline description of exist-
ing conditions will be prepared of the basin's physical and environmental conditions. A
meeting will be held with the Technical Steering Committee (TSC) to clearly identify
project planning criteria, purpose and need for the project and the planning!
decisionmaking process that will be followed during the study. A kickoff meeting will
be held with the Public Advisory Group (P AG) at a location in the study area. The
purpose of this meeting will be to introduce the P AG to the study process and to solicit
input to be considered in the project elements selection and demand forecasting tasks.

The specific elements of this task consist of the following:

· Task 1.A--Basin Setting
· Task l.B--Planning Framework

TASK l.A--STUDY AREA DESCRIPTION

Purpose

The purpose of this task is to compile existing information on the physical resources
and to prepare a brief description of the physical setting. Information related to physi-
cal basin descriptions, geology, basinwide water resources, climate, water quality, and
previous water planning studies will be addressed. Demands (Task 3), specific water
resource data (Task 6) and environmental data (Task 2.C) will be collected by subcon-
sultants as identified in this scope of work. The repon is intended primarily as a brief
orientation for readers who are unfamiliar with the area and will not present new infor-
mation.

Responsibility

CH2M HILL will be responsible for this task.

Approach

The study team will complete the following activities:

1. Collate available repons related to the study area from the Colorado River
Water Conservation District (CRWCD), Colorado Water Conservation Board
(CWCB), U.S. Fish and Wildlife Service, U.S. Geological Survey (USGS), U.S.

1

D EN/800P /033.51
