That is, they <br />must evenly cover the entire range of the identifying parameter to the <br /> <br />extent that interpolation of results will be valid. <br /> <br />Compatibility. - From a simple practical viewpoint, the strategy must be <br /> <br />compatible with the evaluation techniques. In this case, compatibility <br /> <br />is required with the CRSS (Colorado River Simulation System). <br /> <br />Impartiality. - The definition of strategies must have no bias <br />or the other toward any objective. <br /> <br />one:] <br /> <br />Timeliness. - Decisions made within the operating strategies must be <br />made at reasonable times during the year. Changes in required releases <br /> <br />must be consistent with what can be practically accomplished. The <br /> <br />desirability of allowing reasonable time for contracting of power and <br /> <br />notifying other affected interests must be recognized. <br /> <br />3.3 Description of Strategies <br /> <br />A probability is used as the strategy identification. This value is the <br /> <br />confidence that releases will not exceed strategy dictated releases. <br /> <br />The annual release called for by the strategy is calculated to provide <br /> <br />this confidence and is computed based on inflow, current and target <br /> <br />contents, and release requirements. <br /> <br />Note that if a confidence level is 0.90, then there is a 10 percent <br /> <br />chance of excess releases being required during the year.
