Key guidelines used In setting the value for e~ch of the criteria were that
the maximum possible point total for any 'site was set at 100, land the criteria categories
(e.g. water source, water quality, etc.) were weighted such t~at there was a limit to the
maximum number of points which could. be received for ~ny criteria category and
subcategory. In addition, a site could receive a fatal flaw ra~ing if a site condition was
determined to be not acceptable. The six rating categories an~ the point values assigned
to each category are shown In Table -.-? i
- TABLE 2 '

I Spa"

RATING FACTOR CATEGORIES i

Factor Catego'Y

. ,
MaxImum p:oint Value

,
~"

~ Wa~rSouroe ~5
Water Quality ?O
Site Physical ?O
Biological Considerations 15
Locatlonal Factors '0
Probable Cost 10

>-- (~~

The type of water source was the highest rated criteria categc>ry due to its impact on the
development of a hatChery! and the propagation of fish. ~roundwater is favored for
rearing hatchery fish because it is free of fish diseases whl$h are prevalent In surface
water supplies. This Is extremely important to hatche'Y operations, especially for .a
hatchery dedicated to holding and the propagation of end, ngered species. For this
reaso~ groundwater supplies were given higher point values than surface water
supplies. However, surface water supplies tend to pro~ide the most genetically
compatible water supply as it more closely resembles natur~1 conditions.

A matrix was developed which tabulates the rating criteria, the: allowable rating points and t...
evaluation scores for each of the sites. The matrix Is presen,ed as Table 3. Site scores
for each criteria are totaled at the bottom of the matrix. $lte8 which best meet the
'I evaluation factors have higher scores. !

~ RECOVERY FACILITY DESIGN ~
I
...
1\ The operational requirements for the proposed facility are coniplex in relation to traditional
fish hatcheries due to the unIque constraint of working wlt~ rare and endangered fish
stocks.
