<br />Agenda <br /> <br />? <br /> <br />Welcome and Introductions <br />? <br /> <br />Reports from Working Groups <br />? <br /> <br />Discussion of Draft Criteria and Guidelines <br />? <br /> <br />Date s and Topics for future IBCC meeting s <br /> <br />Report from Needs Assessment Work Group <br /> <br />Eric Hecox provided background information on the creation of a Request for Qualifications <br />(RFQ) that will be used to select a contractor to provide technical assistance to the Roundtables <br />on the ir needs assessments. He stated that the intent of the RFQ was to be as general and flexible <br />as possible, so that requests for specific kinds of assistance from the Roundtables can be <br />accommodated, while maintaining some degree of coordination at the state level. Russ George <br />noted that there needed to be a balance between meeting the specific needs of individual <br />Roundtables and the overall need to work toward the development of a common technical <br />platform. <br /> <br />Eric requested that members of the Needs Assessment Working Group serve on a team th at will <br />select the contractor . O nce a qualified contractor who can provide the range of services that will <br />be need by the Roundtables is selected , a more detailed scope of work will be negotiated by the <br />Working Group , DNR , and the contractor . Eric noted that the winning contractor will need to <br />have either extensive in - house capacity to provide a wide range of engineering, hydrologic, <br />environmental, and recreation expertise, or be able/willing to work with subcontractors. <br />Subcontractors could either be on the initial bid, or could be secured later to meet specific <br />requests by individual roundtables. <br /> <br />One Roundtable has already put forward a request for assistance – the Yampa/White Roundtable <br />has asked for help defining potential water requirements associa ted with energy development in <br />their basins. <br />Eric noted that a conference call of the Needs Assessment Working Group will be held next <br />th <br />week. (The call is scheduled for Friday, August 18 , 9:00 – 11:00 AM ) . <br /> <br />Eric Kuhn commented on the need to help bridge the gap between what R oundtables want as far <br />as a needs a ssessment , and what is practical from a state contracting perspective . He noted the <br />particular concerns in the Gunnison and Colorado basins , and the lack of complete agreement <br />among the Roundtables that a single contracting team was the best option . He questioned how <br />the RFQ would ensure the selected contractor or contracting team had the skills important to <br />Roundtables. <br /> <br />Eric Hecox responded that this issue would be placed on the agenda for the c onference call next <br />week , and added that in the RFQ the emphasis is on how the responding contractor will manage <br />and run the process of responding to specific Roundtable needs. This question will be an <br />important part of the evaluation process. <br /> <br /> 2 <br />
