And if pa rties voluntarily agree to do <br />something, what is the role of the IBCC? <br /> <br />Apportionment and Over Appropriation Issues: <br />? <br /> <br />What is the role of the committee in determining apportionment between the various <br />reaches of the Colorado R iver? <br />? <br /> <br />How can we avoid developi ng compacts that use up remaining Colorado River water <br />before we really know how much is available for allocation?. <br />? <br /> <br />Does the IBCC have a role in dealing with basins that are over - appropriated? <br /> <br />Overview and Discussion of First Committee Task – Development of a Charter <br /> <br />The legislation states that the IBCC must develop a charter and submit the charter to the <br />legislature for ratification by July 1, 2006. Russ George noted that it would probably be better to <br />get the charter to the legislature no later than 6 weeks prior to the end of the legislative session, <br />st <br />or around April 1 of this year , so that the committee could begin to address substantive issues <br />and not have to wait until the next legislative session to have the charter approved. However, <br />st <br />Russ noted t hat if it took longer than April 1 to develop the charter it would be acceptable <br />according to the legislation. <br />
