The facilitators incorporated comments and
t he results of discussion over several sections into a revised draft, to be distributed with these
notes.

Public Comment

Dennis Smith, from Lake County and the Arkansas Basin Roundtable, commented on the
importance of water storage, and suggested that t he IBCC could play a role in conceptualizing a
water storage system for the state that would keep small communities and counties from being
torn apart with legal issues, condemnations, and environmental and social problems that have
often been a part of wa ter storage development (possibly as a part of the needs assessment
process).

Conference Call to Confirm Acceptance of the Charter

th
The committee agreed to meet via teleconference on Wednesday, April 5 at 4:00 p.m. to
confirm acceptance of the Charter document as revised during this meeting. DNR will send an
email to participants with the call in number and entry code. Russ George, Eric Hecox and the
facilitators will call in from the DNR conference room, and any participant that wishes to come
to DN R to join the call is welcome.

The committee will review each section of the Charter as revised, and the facilitators will ask
members to indicate which sections they can accept with no changes, where minor wording
changes are needed for clarification, an d which sections (if any) they cannot accept. However,
the call is not expected to be a forum for major changes in the document.

Roundtable members with comments on the Charter are encouraged to submit them to their
IBCC representative. Other interested parties may submit comments to Eric Hecox at DNR.
IBCC members are encouraged to contact the facilitation team or DNR as soon as possible
th
should the revised text not match participants’ understanding of the March 24 discussion or if
2
