Dan McAuliffe: I’m in favor of going down this path. Thought that it was what this
group was all about, and in my mind it is a priority.

Rita Crumpton: I agree with what R ay said, that this group was supposed to look at
things from a statewide perspective. Until we can begin to look at these issues statewide,
it will be hard to get anywhere. We need to g et comfortable in thinking in tha t way.

The group concluded that the multiple objectives exercise will be a part of the June IBCC
agenda.

Confirmation of Future Meeting Dates and Content

Eric Hecox reviewed the proposed meeting dates and agenda topics for the rest of 2007. Eric
Kuhn informed the group that the four - Roundtable Colorado River Basin meeting will be June
th
18 in Montrose, and asked if it would be possible to hold an IBCC meeting in conjunction with
that event to give the IBCC members the chance to attend. Making this sc hedule change would
require re - timing the IBCC’s visit to the North Platte Roundtable. The North Platte asked that
the IBCC find a month other than August to visit the meeting, as August is a very busy month in
the basin’s agricultural communities.

Chr is Moor e asked if any members of the public wished to comment. Diane Hoppe told the
th
IBCC that the Colorado Foundation for Water Education water tour will take place on the 25
and 26 of June, and t hank ed the members of the committee for their partici pati on and hard work.
Mary Lou Smith asked the group if they planned to take up the question of “what would happen
if we had a call on the Colorado?” at a future meeting. Eric Hecox responded that the Colorado
River would be an issue on the May agenda, and t hat the CWCB projects bill currently moving
through the Legislature may provide a framework for further discussion of that question.

Senator Jim Isgar provided an update on activities in the Legislature with regard to water. He
mentioned that the Legisl ature has put a high priority on finding funding for the endangered
species trust fund . Because s everance tax projections have declined, the state may not have
funding to fund everything that is already dedicated to come out of that pot of money . He
repo rted that quite a few new bills propose taking money out of that account as well .

Representative Kathleen Curry provided an update from the House perspective. She echoed Sen.
Isgar’s comments that the state and the severance tax fund does not currently have the money to
cover all of the obligations passed last year, and continued that the amount of u nallocated
resources will remain small in the future, making any new use of funds difficult. The Legislature
is faced with the challenge of balancing the b udget with $7 million in revenue less than was
anticipated. She stated that 179 monies are being discussed, and that legislators are in the
process of resolving those issues right now. Harris Sherman thanked Sen. Isgar and Rep. Curry
for their assistance and support of the IBCC process, and adjourned the meeting.

The meeting adjourned at 4:50 PM.
18
