It could be a <br />valuable exercise in getting us to the point where basins h ave completed needs assessments, and <br />a va luable framework for the IBCC to g o through so we are in a better position to be helpful. <br /> <br />Eric H ecox: W hat we’re talking about in the next coming year is establishing a <br />framework or a way o f talking abo ut these broader policy issues Peter has raised. We <br />d on’t have to wait for somet hing to be brought to us . We can have a discussion about <br />bro ader statewide policy issues. There are t ools out there and ways of thinking that I’ve <br />been convinced can really help this group, and as we’re talking about needs assessments <br />and water supply reserv e funding, this would be the third leg that would get us talking <br />about statewide issues. Hopefully this is a way to help people who may feel threatened if <br />their project is used as a vehicle to talk about broader statewide issues. <br /> <br />Sue Morea: I think about 80% of IBC C folks were on a SWSI Roundtable , and went <br />through development of these obje ctives in detail. There is a v ery limited understanding <br />between basins of what other basins are facing, and beca use of that basins have retreated <br />to positions which th ey are rallying around. As we move into the needs assessment <br />process , I think this framework might serve us to discuss some of these issues without <br />retreating to our positions. We can then use this process to make s ome of these tough <br />decisions. Right no w, it is not urgent because we’re not looking at putting out projects <br />for people to decide on. You can start to see where your values are on some of the issues. <br /> <br />Eric Hecox: The back page of the agenda for this meeting has a proposed schedule for the <br />co ming year. We have proposed to begin this interests discussion in June. If it is <br />successful, mor e time can be dedicated to continuing the discussion . <br /> <br />Ray Wright: Again, I h ope that this process doesn’t attempt to hold water in a vacuum as <br />a single iss ue that somehow has a resolution. Water is a natural resource. It i sn’t about <br />water; it is about what water does in terms of the state’s economy. We can’t deal with <br />water as if it is simply a commodity. If we don’t allow our thoughts to broaden on what <br />water means, this won’t be a very productive exercise. <br /> <br />Harris Sherman: Ray, I t hink that what you have said will be reflected in what we’re <br />going to talk about. <br /> <br />Melinda Kassen: I thought the SWSI Roundtable s went through this exercise, and the <br />resul ts are included in the phase 1 report. It is n ot clear to me how having the IBCC go <br />through the same exercise is going to be useful until we have the SWSI 2 results or <br />completed needs assessment s . Is doing a values exercise when you’re not at a decision <br />point as valuable as when you have real decisions to make? <br /> <br />Rick Brown: The v alue is going through process of seeing how e ach individual values <br />water without having to make a decision. We can l earn about each other and what drives <br />us, and it is educationa l. We can hear w hat we’re coming out with and why, more <br />broadly rather than applying to a specific alternative. <br /> 17 <br />
