have talked about previously – a consumpt ive and non - consumptive work group . We <br />a ls o have a presentation from the M etro roundtable. After the legislative session, we will <br />hold our IBCC meetings across the state in order to hear from and get input from all of <br />the roundtables. We are here in Den ver to be with the Metro Roundtable. Representative <br />Curry said it well last meeting, that one thing we need to do is really understand what’s <br />going on from the perspective of each basin. Finally, we will get an update on the Water <br />Supply Reserve Account and discuss its continued implementation. <br /> <br />Colorado River Basin Activities and Issues <br /> <br />To begin discussion on Colorado River Basin Activities and Issues, CWCB Executive Director <br />Rod Kuharich gave a brief introduction, summarized below. <br /> <br />Rod Kuharich: CWB C will be conducting a study on the Colorado River , as outlined in <br />the Projects Bill . We have a real opportunity to get input for this study to make it the best <br />it can be. Our schedule is to begin scoping issues and study methodologies in early June. <br />CW CB will convene a management team with both internal and external membership. <br />We will also involve all basin roundtables in our process. We’re here today to get input <br />from you on the focus of the study and potential methodologies. Since we’re just <br />begin ning, we have to rely on what historical data there is out there to determine how <br />much water is available in the River. We are looking at doing a sensitivity analysis under <br />various climatological conditions so that we can do analysis without attributing c limate <br />a ffects to various activities. This s ensitivity analysis will give us a range of flows to <br />analyze, which we hope will equate to flows we may see in future years. To do this we <br />will need to consider and include the needs assessments, SWSI work, inf ormation on <br />draug hts, water rights, ESA, etc. – a ll will come to bear on water availability. As we go <br />further into the process today, what we would like to have is input from this group on the <br />process and methodology for the study as well as technical iss ues. We realize there is <br />much more to this than what we will talk about today. Many of us feel overuse by the <br />Lower Basin is directly impacting Upper Basin. There is also a role for the Upper Basin <br />Commission on decision making on the Colorado. <br /> <br />Melind a K assen: I have a question about the time frame. How does the study fit with <br />needs assessments being conducted in individual basins, especially if they will not be <br />done until a much later time? <br /> <br />Rod K uharich: We we re asked to recommend to the L egislature to phase the study <br />process. This will allow for needs assessments to be completed and that data to be <br />incorporated into the study. We d o not have a deadline from the L egislature for the study <br />process. <br /> <br />Following Rod’s presentation, Dan McAuliffe and Randy Seaholm presented several slides with <br />questions about the study, summarized below.
