D R A F T <br />Agenda <br /> <br />? <br /> <br />Discussion on Needs Assessment and Criteria <br />? <br /> <br />Presentation by the Rio Grande Basin Roundtable <br />? <br /> <br />Report from the Public Education and Outre ach Working Group <br />? <br /> <br />Discussion of Report to the Legislature <br />? <br /> <br />Report from the Needs Assessment Working group <br />? <br /> <br />Discussion on Future Topics for the IBCC <br />? <br /> <br />Public Comment <br /> <br />Discussion on Criteria and Guidelines <br /> <br />Eric Hecox began the discussion on the revised draft of the Criteria and Guidelines by sharing <br />five thoughts that guided his approach to the document: <br /> <br />? <br /> <br />H ope that the Criteria and Guidelines will foster collaboration and cooperation within and <br />between Roundtables. <br />? <br /> <br />H ope that the Criteria and Guidelines will enco urage creative approaches to solving our <br />water problems . <br />? <br /> <br />H ope that the Criteria and Guidelines can achieve equitable allocation of resources and <br />not create “winners and losers.” <br />? <br /> <br />Desire to assure we invest the public’s money wisely, and can show that these funds have <br />a positive impact on solving our water problems . <br />? <br /> <br />Desire to keep the grant program and process open and transparent and help build trust <br />among people . <br /> <br />For this meeting, Eric prepared a document summarizing Roundtable feedback to date on the <br />dr aft Criteria and Guidelines. Four of the nine Roundtables met and discussed the document <br />prior to the IBCC meeting, and the remaining roundtables have meetings scheduled this week. <br />The summary focused on three main areas for discussion – 1) the relative dollar amounts of the <br />Statewide and Basin accounts, 2) single purpose versus multiple purpose projects, and 3) the role <br />th <br />of the IBCC in funding decisions. The working group plans to meet September 15 at 1:00 p.m. <br />to revise the document and forward a new version to the CWCB for review and approval at their <br />th <br />September 20 meeting. If the CWCB approves the document, the IBCC will review it again at <br />the October meeting. Hecox asked Roundtable members to forward any comment s received on <br />th <br />the document to him b y 1:00 p.m. on the 15 for the working group’s consideration. <br /> <br />The following issues were raised during group discussion: <br /> <br />? <br /> <br />Setting a vision for use of the Senate Bill 179 monies now versus allowing ideas to rise <br />from the grassroots. The group discussed wh ether the IBCC should set a statewide <br />vision for use of the funds. Some members voiced their concern that, without a statewide <br />vision, few cross - basin projects will arise. Others expressed the view that the Bill set <br />forth a vision for the state, and the IBCC should instead focus on the grassroots nature of <br />the process and let ideas come up from the roundtables. <br /> 2 <br />
