Continued Implementation of the Water Supply Reserve Account <br /> <br />At 3/30 /07 IBCC meeting we committed to developing a proposal for moving forward with the <br />Water Supply Reserve Account (WSRA). This proposal identifies what the State, the IBCC, and <br />the Basin R oundtables can do to improve the process. <br /> <br />The State <br />In order to improve the WSRA process and implement the lessons learned from the first round of <br />applications, the State will: <br /> <br /> <br />1. Revise the application so it is more user - friendly. This will include: <br />? <br /> <br />Add ing sections to ensure Threshold Criteria are addressed; <br />? <br /> <br />Provide information on the state ’s contracting process that will have to be followed after <br />grant is approved; and <br />? <br /> <br />Clarify that past costs are not reimbursable. <br /> <br /> <br />2. Provide examples of a good: <br />? <br /> <br />Applicat ion; <br />? <br /> <br />Scope of work; <br />? <br /> <br />Budget, and <br />? <br /> <br />Roundtable Approval letter. <br /> <br /> <br />3. Commit staff time for all four phases of the grant process . These phases include: <br /> <br />a. Customer service for applicants; <br /> <br />b. Application review and staff recommendation; <br /> <br />c. Contracting with successful appl icants; and <br /> <br />d. Monitoring water activity implementation. <br /> <br /> <br />4. Help roundtable s develop check list /evaluation criteria . This check list can be used by <br />roundtable’s as they review applications. It will be built from the Board memo provided to <br />the CWCB at their March meeting as well as a recommendation for linking the roundtable’s <br />evaluation of each application to their working needs assessment. <br /> <br /> <br />5. If staff feels that significant statewide policy questions are raised by particular water <br />activities, they may bring these issues to the IBCC for input and further discussion. <br /> <br />Ongoing Issues : The Director of Compact Negotiations will work with CWCB to ensure <br />sufficient resources are available to accomplish #3. These discussions will take place within the <br />State’s budge t and staffing processes. <br /> <br />The IBCC <br />In order to improve the WSRA process and implement the lessons learned from the first round of <br />applications, the IBCC will: <br /> <br />
