6.2 Framework for Addressing Bridging Issues
The bridging issues identified by the IBCC are large, complex, and contentious. In order
to have productive discussions, the Interbasin Compact Process hopes to develop a
framework for addressing these issues. This framework may be based on the SWSI
object ive s, may include tools to move stakeholders from positions to interests, and may
be based on a series of position papers by the IBCC. This component of th e program is
still in the developmental stage.
