Section 6: Identifying Multiple - Objective Collaborative
Solutions
In order to stimulate dialogue between basins and to address issues of statewide concern,
the Interbasin Compact Process will undertake several activities. First, they will take
s teps to enhance cross roundtable understanding. Second, they will address bridging
i ssues that they have identified. Bridging issues are water issues that may affect multiple
basins or the state as a whole. The first bridging issue the IBCC will address is the issue
on the Colorado River system. Bridging issues that the IBCC may address in the future
are outlined in the attached document “IBCC Bridging Issues.”

6.1 Cross Roundtable Understanding
As mentioned above, part of the Public Education, Partici pation, and Outreach program is
cross roundtable/statewide e ducation . This understanding across basins is imperative in
order to find statewide collaborative solutions to our water challenges. The Interbasin
Compact Process will foster this through:
?

The production of communication material outlining the major water issues faced
by each basin
?

Additional presentations from host Basin Roundtables to the IBCC and the use of
those presentations as the basis for communication material
?

The encouragement of joint roundtable meetings

6.1.1 Major Water Issues by Basin
To help Basin Roundtables communicate the major challenges and water issues in their
basin, the Interbasin Compact Process will outline the major issues in each basin. A draft
set of issues will be c ompiled b ased upon roundtable materials (bylaws, Basin Report,
legislative report), presentations roundtable members have given and received, and input
from individual s knowledgeable about the basin . This draft document will summarize
and reflect issues t he roun dtable has already identified and will serve as a starting point
for further Basin R oundtable discussion and refinement. Once these major issues and
challenges are articulated, they can serve as the basis for presentations, fact sheets, etc. to
com municate a basin’s water issues to the rest of the state.

6.1.2 Presentations from Host Roundtables
To further foster cross basin understanding and to generate a base of information for the
program’s communication material, Basin Roundtables will make pre sentations to the
IBCC. As the IBCC meetings are moved around the state, the host roundtable will be
invited to present their major issues and challenges. In FY07 - 08 the IBCC will complete
the first set of roundtable presentations with presentations from the Gunnison, South
Platte, North Platte, and Colorado Roundtables.

6.1.3 Joint Roundtable Meetings
The Interbasin Compact Process also hopes to encourage further joint roundtable
meetings. To date, we have had joint meetings between the four west slope roundtables
and joint meetings between the Metro and South Platte roundtables. As communication
material on the major issues in each basin is developed, the Basin Roundtables will be
17
