Water Supply Reserve Account <br /> <br />Account Details <br />Amount : $10 Million a year for 4 years = $40 M <br /> <br />Timeframe : Can grant up to $10 M each year starting in FY06 - 07, but don’t have to. Unused <br />money stays in the account during the 4 year period. However, all money must be used by June <br />30, 2010 or it reverts back to the operational account of the severance tax trust fund . <br /> <br />Accessing : Can be grants or loans only for water activities approved by a roundtable (the <br />roundtable for the basin in which the proposed activity would occur). The IBCC and CWCB <br />will establish criteria and guidelines for allocating moneys from the account. <br /> <br />Criteria and Guidelines <br />Require ments from SB06 - 179 <br />? <br /> <br />Funding can only go to water activities approved by the roundtable for the basin in which <br />the proposed activity would occur . <br />? <br /> <br />Allocations from this account must assist in meeting water supply needs identified in 37 - <br />75 - 104(2)(c) . This section relates to the roundtable’s basin - wide water needs assessment <br />and the proposed projects or methods to meet those needs. <br />? <br /> <br />Allocations from this account must be cons istent with 37 - 75 - 102. This section is the <br />water rights protection clause o f HB05 - 177. <br />? <br /> <br />Allocations from this account must facilitate both structural and nonstructural projects or <br />methods. <br /> <br />Eligible Water Activities – Eligible water activities include, but are not limited to: <br />? <br /> <br />Competitive grants for environmental compliance and feasibility studies; <br />? <br /> <br />Technical assistance regarding permitting, feasibility studies, and environmental <br />compliance; <br />? <br /> <br />Studies or analyses of structural, nonstructural, consumptive, and nonconsumptive water <br />needs, projects, or activities; and <br />? <br /> <br />Structural and nonstructural water projects or activities. <br /> <br />Next Steps <br />? <br /> <br />Staff will pull together examples of criteria and guidelines from CWCB and other grant <br />programs. <br />? <br /> <br />At May IBCC meeting (and May CWCB meeting?) brainstorm broad ideas for criteria <br />an d guidelines. Discuss in principal what the money should be for and how to structure <br />accessing and administering the account. <br />? <br /> <br />Establish a working group of IBCC and CWCB members to draft criteria and guidelines <br />? <br /> <br />Target final approval by both groups in l ate summer early fall <br /> <br /> <br /> <br />
