Program Funding (HB - 1400) <br /> <br />State Fiscal Rules <br />0 - $5,000 Discretionary <br />5 - $25,000 Discretionary, but must go to privatization <br />$25,000 or more Must go through a bid process – RFQ <br /> <br />Bid Process – Submit Request for Proposal (RFP); must be on the street for 30 days; a selection panel (3 - <br />5 people) score s the proposals based on predetermined criteria (expense, experience, etc.) . <br /> <br />Meetings <br />Facilities – M eeting arrangements (venue, food, equipment, etc.) will continue to be handled by DNR <br />with requests from the roundtables. <br /> <br />Member travel – Those needing reimbursement for travel will continue to submit travel reimbursement <br />forms to DNR. If a member is traveling more than 50 miles round - trip to any one meeting, they may <br />chose to submit travel reimbursement. <br /> <br />Facilitation <br />Roundtables – Roundtables wishing to use facilitation services should work with DNR to find the <br />appropriate facilitati on team. An effort will be made to allow roundtables access to the facilitator of their <br />choice, while maintaining consistency throughout the program. The contract for the IBCC facilitation <br />will include support to the roundtables as requested. Roundtable s can use that firm or another of their <br />choosing provided total to any one firm does not exceed $25,000. Total facilitation costs for all <br />roundtables can not exceed $47,091. <br /> <br />IBCC – During their June/July meeting the IBCC will decide if they would like c ontinued facilitation <br />assistance. If so, DNR will go through a bid process to find the appropriate firm . The contract /PO will <br />not exceed $49,880. <br /> <br />Water Needs Assessment <br />DNR proposes to contract with one technical assistance firm to assist the roundtable s with their water <br />needs assessment. DNR would put together a request and receive proposals from interested firms. The <br />IBCC would advise the selection committee in choosing the firm. The firm would then take task orders <br />from the roundtables in order to assist them with their needs assessment. The size of this contract would <br />be approximately $630,000. <br /> <br />This approach accomplishes a number of objectives. It furthers the IBCC’s role of coordinating a <br />common technical platform. It maintains a locally drive n process by allowing roundtables to direct the <br />work of the firm. It conforms with state fiscal laws by not devolving spending authority to a non - state <br />entity. <br /> <br />Education and Outreach <br />As roundtables and the IBCC identify the need for the creation and dissemination of educational materials <br />they can work with DNR to fund these activities using the $40,000 dedicated to this purpose. <br /> <br />The IBCC will advise DNR on the appropriate use of $50,0 00 to meet the legislative mandate of <br />developing public education, participation, and outreach efforts. <br /> <br />
