<br />1) An as sessment of consumptive water needs (municipal, industrial, and <br />agricultural); <br /> <br />2) An assessment of non - consumptive water needs (environmental and <br />recreational); <br /> <br />3) An assessment of available water supplies (surface and groundwater) and an <br />analysis of any unappro priated waters; and <br /> <br />4) Proposed projects or methods to meet any identified water needs and achieve <br />water supply sustainability over time. <br /> <br />In order to begin this work, each roundtable has been provided a “Basin Report” <br />containing all of the work done by SWSI relevant to their basin. The roundtables are <br />using their Basin Reports as the starting point and core of their needs assessments. They <br />now have the opportunity to build upon these Basin Reports and several tools are <br />available to help the roundtables. Th ese include a technical assistance contract, the <br />ongoing work of SWSI Phase II, the expertise of their agency liaisons, and Colorado’s <br />academic and research community. <br /> <br />A contract has been setup with a team of firms to provide technical assistance to the <br />r oundtables. The lead firm is CDM and they have assembled a team with broad - ranging <br />geographic and subject matter expertise. This team is in a position to respond to task <br />orders for technical studies submitted by the roundtables. The first step in this e ffort will <br />be to assist the roundtables in identifying and prioritizing the work that they would like to <br />accomplish. A Task Order and Water Activity Tracking Matrix (Tracking Matrix) will <br />be developed for each roundtable and will summarize all of the pote ntial and approved <br />task orders, as well as any Water Supply Reserve Account applications the roundtable is <br />considering. This matrix will be a working document used to summarize, solicit input, <br />and track the task orders and water activities a roundtable is considering. A draft matrix <br />and further explanation of the technical assistance contract is being developed. <br /> <br />SWSI Phase II established Technical Roundtables (TRT). The goal of the TRTs is to <br />foster cooperation among water suppliers and citizens in ever y water basin to examine <br />and implement options to fill the gap between ongoing water planning and future water <br />needs. There are four Technical Roundtables: <br />? <br /> <br />Water Efficiency (Municipal & Industrial and Agricultural) <br />? <br /> <br />Alternative Agricultural Transfers to Permanent Dry - Up <br />? <br /> <br />Prioritize and Quantify Recreation & Environment Needs <br />? <br /> <br />Addressing the 20% Gap <br />The role of the TRT members is to provide insight and recommendations on the four <br />areas described above. The information generated by the TRTs will be consid ered by the <br />CWCB Board as part of any water policy that is developed as a result of the SWSI Phase <br />2 efforts. In addition to providing information to the CWCB board, the TRTs will also <br />provide information to the Basin Roundtables and the IBCC . <br /> <br />Several di fferent state and federal agencies have assigned liaisons to the basin <br />roundtables. These liaisons’ role is two fold: 1) to bring relevant information from their <br />agency to the roundtables, and 2) to communicate the water issues discussed by the <br /> 4 <br />
