The third working group established by the IBCC is the Water Supply Reserve Account
working group (formerly the Criteria and Guidelines working group). The Water Supply
Reserve Account was discussed under the Roundtable, Potential Solutions section above.
To implement this Account, the IBCC and the CWCB formed a joint working group to
create a set of criteria and guidelines for allocati ng monies from the Account. The IBCC
and the CWCB have adopted these Criteria and Guidelines. The IBCC’s ongoing role in
the Account is to:
?

Annually review information regarding the Account ;
?

In October of each year jointly (with the CWCB) consider and ma ke any
necessary revisions to these criteria and guidelines ;
?

Work with the roundtables to develop local roundtable criteria and guidelines for
approving and recommending water activities that, following recommendations
by the respective BRTs, will be eligi ble to seek funding from the Account ; and
?

Help ensure that data and information from the SWSI and other appropriate
sources are used as the technical basis for requesting funding for a water activity .
The IBCC has also requested that the IBCC and CWCB cons ider and begin discussions
prior to July 2007 concerning the possible re - allocation of funds between the Statewide
Account and the individual Basin Accounts. In 2007 the Water Supply Reserve Account
working group will identify ways the IBCC can fulfill it s roles in the program, monitor
the Account in preparation of the annual review, and work with the CWCB on the annul
review specifically addressing the re - allocation of funds issue.

SWSI Phase II
As mentioned above, SWSI Phase II established four Technica l Roundtables (TRTs):
?

Water Efficiency (Municipal & Industrial and Agricultural)
?

Alternative Agricultural Transfers to Permanent Dry - Up
?

Prioritize and Quantify Recreation & Environment Needs
?

Addressing the 20% Gap
In 2006, the IBCC received preliminary information from the Recreation & Environment
and Water Efficiency TRTs. In 2007, the IBCC will receive presentations and
information from the remaining TRTs (Alternatives to Permanent Agricultural Transfers
and Addressing the Gap). When the final produ cts from all four of these TRTs are
available, the IBCC will integrate the results into their bridging issues.

Presentations from Host Roundtables
In June of 2006 the IBCC began moving their meetings around the state. This provided
citizens throughout th e state the opportunity to attend IBCC meeting. It also provided the
IBCC an opportunity to learn about issues in a particular basin. To facilitate this
understanding the roundtable for the basin in which the meeting was being held was
invited to present to the IBCC. In 2007 the IBCC will continue to receive presentations
from host roundtables. Roundtables who may present to the IBCC in 2007 include the:
?

Colorado Roundtable;
?

Gunnison Roundtable;
?

Metro Roundtable;
?

North Platte Roundtable; and
?

South Platt e Roundtable.
11
