Scope of Work <br />For <br />Facilitation of the Colorado Interbasin Compact Comm ittee <br />FY 2008 <br />Introduction <br /> <br />Colorado’s House Bill 05 - 1177 created the “Interbasin Compact Process ,” comprised of <br />nine Basin R oundtables covering the following geographic areas in Color ado: the South <br />Platte; the Metro (the larger Denver metro area); the Arkansas; the Rio Grande; the <br />Gunnison; the Colorado; the Yampa - White; the Dolores, San Miguel and San Juan; and <br />the North Platte. In addition, the Bill created a state - wide Interbasin Co mpact Committee <br />(IBCC) to address and coordinate negotiation issues and activities between B asin <br />Roundtables , and address water issues of concern to the State as a whole. The Basin <br />Roundtables and the IBCC will be the primary bodies for on - going discussio ns related to <br />water needs within and between basin s . <br /> <br />Scope of Work <br /> <br />This scope of work is for facilitation assistance to the Colorado Department of Natural <br />Resources and the Interbasin Compact Committee during fiscal year 2007 - 2008 (July 1, <br />2007 through June 20, 2008) . During this period of time , CDR Associates will provide <br />two professional facilitators to assist the Interbasin Compact Committee primarily in <br />decision making meetings . It is anticipated that there will be four decision making <br />meetings dur ing this period. <br /> <br />Facilitation and related support services will be provided by Dr. Christopher Moore, <br />Partner, and Diane Tate, Program Manager of CDR Associates. The CDR team will <br />prepare for , facilitate and conduct follow - up work for four Interbasin Com pact <br />Committee meetings during the 2008 fiscal year. <br /> <br />Services to be performed: <br /> <br />? <br /> <br />Dr. Moore will provide meeting preparation and follow - up for each of the four <br />projected meetings. Preparation will include coordination with DNR staff and <br />meeting participan ts and agenda preparation . Follow - up will include following - up as <br />needed with meeting participants, debriefing meetings with DNR staff and review of <br />meeting notes . <br /> <br />? <br /> <br />Dr. Moore will serve as lead facilitator for four eight - hour meetings of the Interbasin <br />C ompact Commi ttee . <br /> <br />? <br /> <br />Ms. Tate will provide meeting preparation and follow - up for each of the four <br />projected meetings. Preparation will include coordination with Moore on the agenda <br />and facilitation strategies. Meeting follow - up will include draft ing meetin g notes for <br />review by the DNR and ultimate distribution to meeting participants , follow - up with <br />participants as needed and debriefing sessions with DNR staff . <br />
