Continued development of a work plan to execute a j oint Colorado and <br /> <br />? <br />Yampa/White/Green Roundtables energy study <br /> <br />Task 2 Assistance i n Completing Roundtable Nonconsumptive <br />Needs Assessments <br />Formatted: Bullets and Numbering <br />Per the nonconsumptive needs strategy document, Consultant will assist the Basin Roundtables <br />in completing the following tasks: <br />Build upon Attributes: Consultant will work with Basin Roundtables and Nonconsumptive <br />Needs Assessment (NCNA) Workgroup to review and comment on the GIS coverages of <br />environmental and recreational attributes compiled during SWSI Phase 2, as well as to suggest <br />development of additional, important GIS coverages and data layers specifically for their basin. <br />Establishing Priorities: Once Basin Roundtables have identified the data layers that contain <br />important nonconsumptive attributes for their basins, the Consultant will assist them in <br />establish ing priorities . A basin's prioritie s will be based on both local and state information. In <br />addition, basin roundtable members will be able to consider whether and how to prioritize a <br />reach or area. <br />"Triage" Where do we need quantification?: Consultant will work with NCNA workgroup and <br />roun dtables in develop ing criteria to help evaluate the need for quantification in priority <br />reaches. The "triage" process will begin with the prioritized reaches and areas. Roundtables will <br />consider the condition of the reach or area as well as its existing st atus or land use protection. <br />Based on this evaluation, the roundtable will decide if it would be appropriate to perform <br />quantification . <br />Templates (Coarse Characterization): Consultant will develop approximately 10 templates for <br />Colorado stream and river ty pes (e.g., high mountain headwaters, ephemeral desert washes, <br />etc.) based on gross differences in hydrology and function. The template would provide a <br />model hydrograph as well as specify which components of the hydrograph are important for <br />specific ecologi cal and recreational attributes. <br />Site - Specific Quantification (Fine Characterization): Based on the "triage" or where priority <br />reaches warrant site - specific quantification as directed by the Basin Roundtables , the Consultant <br />will use the appropriate genera l template from the coarse characterization and apply it to the <br />specific river reach (mainstem and significant tributaries) using existing data regarding flow <br />and function. As directed by the Basin Roundtables, the Consultant will suggest other <br />appropriat e methodologies for site - specific quantification , and develop work plans to execute <br />site - specific quantification. <br />Task 3 Communications Assistance <br />Consultant will work towards implementing communication and outreach plan developed as <br />part of Task Order 200 7 - 003. Consultant will work with State Project Manager regarding what <br />elements of the plan should be implemented during the contract period. Elements of the <br />communication plan that include <br />
