March 7, 2007 – Scope of Work Task Order 200 7 - 003 <br />Technical Support for the Basin Roundtables – Needs Assessment <br /> Work Plan Development and Project Management Assistance <br /> <br />Deliverable: Draft and final w ork plan for completing Task 2 including recommended <br />f unding mechanism. <br />3) Basin - wide – Identify vulnerabilities to water supply shortages for Gunnison Basin <br />municipalities. <br />SWSI Phases I and II identified several municipalities in the Gunnison Basin that may <br />not have the drinking water security and level of system redundancy that is <br />recommended to protect against unforeseen shortages. These shortages could be <br />drought related, infrastructure related and/or system related. Several significant <br />examples exist in Gunnison Basin, including but not limited to the To wns of Ridgway <br />(0.4 day treated water supply), Ouray (0.5 day treated water supply), Orchard City <br />(not known), Hotchkiss (not known), Paonia (not known). One of the larger <br />providers, the Project 7 system in Uncompahgre basin has only an estimated 30 day <br />t reated water supply. This drinking water treatment and distribution system is <br />particularly important and potentially vulnerable as it serves up to 8000 water taps, <br />including 38,000 water users in 3 counties and is reliant on the Gunnison Tunnel as its <br />pre dominant supply. If an extended outage occurs in this system, 38,000 people are at <br />risk. Furthermore, this analysis should be performed using historical demand <br />conditions related to minimum supply conditions as appropriate (e.g., during the <br />drought of 2002 – 2004). <br />The Consultant will work with the needs assessment committee to expand upon the <br />list above and to determine the level of detail needed to describe the vulnerabilities. <br />The information from SWSI 1 and 2 will be used as a starting point for this ta sk. After <br />finalizing the list of water users and districts the Consultant will contact the water <br />users and districts to gather this information related to this task. This task will b e <br />coordinated with Tasks 1 and 6 . <br />Deliverable: Draft and final technical memorandums describing the results of the <br />information from the smaller communities. <br />6) Sub - basin Specific: Upper Gunnison – Review, refine, and/or confirm the estimate <br />of future snowmaking demands in the Upper Gunnison Basin. <br />With the growth of Crested But te Mountain Resort, there is some concern that <br />previous estimates of snowmaking water demands may need refinement. It is <br />important that this analysis be performed using the most up - to - date records to <br />capture the wide variety of conditions, as appropriate ( e.g., during the drought of <br />2002 – 2004). The Consultant will meet with Crested Butte Mountain Resort to assess <br />their estimates for future snowmaking.
