Welcome, Review Agenda and Overview of Basin Roundtable Process and
Nonconsumptive Needs Assessments
See presentation attached to back of this summary.

Participants' Introductions, including interest in and desired outcomes for
Nonconsumptive Needs Assessments
Each work group participant was asked to introduce themselves and state their interest in
and state their desired outcomes for the nonconsumptive needs assessments. Participants'
comments are summarized below.

· Melinda Kassen. A map that shows where environment and recreation needs are so
we can consider these needs in light of future needs for energy and other municipal
water supplies. The map should also narrow the environmental work that needs to be
done.
· Randy See. Fonner USGS hydrologist and would like to help the Gunnison Basin
roundtable define what and where their environment and recreation needs are.
· Mark Shively. Interested in RICD's and instream flows.
· Taylor Hawes. How do we develop our resources and water supplies in a sustainable
manner? We have spent 145 years developing ways to quantify consumptive and now
need to understand nonconsumptive needs and how to quantify them.
· Rio de la Vista. Would like to keep the wet in wetlands and focus on alliance and
common ground between interests. Focus on collaboration.
· Caroline Bradford. Working on the 10,825 program and is interested in stretch of
Colorado River between Kremling and Dotsero where there is no instream flow
protection.
· Frank Kugel. Interested in RICD and Black Canyon.
· Dan Merriman. Retired from CWCB steam lake protection program. Representing the
South West Water Conservation District and will report back regarding meeting to
them.
· Mark Upendall. CDOW instream flow coordinator and is participating to provide
technical help on nonconsumptive needs assessments.
· Peter Italiano. Interested in better understanding nonconsumptive side and tie to land
use planning.
· Bmce Lytle. Working on Rueter Hess Reservoir and attending meeting to learn about
process.
· Ty Waltenberg. North Platte Roundtable Needs Assessment Committee
Representative and here to learn about process.
· Hal Hagen. Would like to see a really good platform between nonconsumptive and
consumptive needs that is not antagonistic. Would like information about what actual
needs are and how we evaluate them.
· Mary Halstead. Attending meeting to learn and observe to see if can help.
· Jay Skinner. DOW has been sitting back to wait for time to participate. Would like to
provide information to roundtables about important species so that water can be
developed in different way than that done in the past. Would prefer an upfront
process rather than mitigation by ambush in permitting process. Outcome will help
