There is the point that <br />to bring the parties to the table and keep the process moving <br />forward, there does need to be clarification of how this process will <br />integrate existing processes; 1041 _ hearings, etc., having that <br />incentive of regulatory certainty, reduction of lawsuits and <br />streamlining the process for all the parties involved. There is some <br />political momentum and political will now to move forward. As I <br />said I've provided some examples and we will be happy to work <br />with the sponsor and Director George and others to help to develop <br />the framework that's going to work well in the state of Colorado. <br /> <br />Great. Are <br />there any questions for Ms. Schreier? <br /> <br />At this point on Representative Brophy brought up earlier, the idea <br />of the ratification by the General Assembly is probably more <br />similar to the ratification by U. S. Congress of the compact that <br />once the parties have gone through that process of coming together <br />and coming to an agreement, while it's possible for a legislative <br />body to tinker, it tends to be not advisable once they're at that level <br />of agreement and support. <br /> <br />Alright; thank you very much. And our last person signed up is <br />Mark Amish. Mark, thanks for your patience. <br /> <br />I'll try to make this brief. I know that we're a little bit behind time <br />so I'll try to summarize my comments here briefly. But again, my <br />name is Mark Arnish. I'm a diversified row crop producer from <br />the Prostic Valley area. I'm a water user from the South Platt river <br />basin and I'm a director to the Colorado Corn Grower's <br />Association, who I'm representing here today. <br /> <br />I'll try not to confuse the issue this time with the words quantity <br />and quality like I did last time. So I've stricken those from my <br />testimony. <br /> <br />Colorado Corn is the voice for nearly 550 corn producers across <br />the state, both on this side as well as on the west slope of Colorado. <br />As corn producers in a semi-arid climate, you can imagine that <br />water is one of our primary focuses. It's very important to us. <br />Agriculture may be our life, but water has been and always will be <br />part of our future. <br /> <br />Collaboration, communication and cooperation are the three <br />fundamental aspects in my mind to getting something done with <br /> <br />www.escriptionist.com <br /> <br />Page 43 of 49 <br />
