<br />2-07 House Committee Lay Over Unamended <br /> <br />Page 20 of 49 <br /> <br />different strings being pulled right now by people who are so <br />concerned about their own individual little wants and needs that <br />you can't get everybody together. <br /> <br />I represent about 37,000 people in my district and they're all <br />telling me, "Boy, fight those people off with a stick, Frank. Don't <br />let them in the reservoir." <br /> <br />On the other hand there's several hundred thousand in Douglas <br />County who have needs and are trying to find a way to meet those <br />needs. <br /> <br />So whose wishes do I follow? I think this - yours, yeah. I'm sure <br />you would feel very strongly that way, but the reality of it is the <br />water issue is bigger than any individual, it's bigger than any <br />community, it's tied to the entire state. We have to be able to <br />come to some answers. <br /> <br />The agricultural community is scared to death that we're going to <br />go out there and take all of their water or buy all their water and <br />kill their economy. I understand that and I've worked diligently on <br />that issue out in Logan County where I'm keeping the farms <br />fanning and spending money out there. But those are issues I <br />suppose one could say that I've done that through my own largess <br />or my town's largess, but in reality I've seen it as an absolute need <br />for that community. <br /> <br />But you can't rely on the largess of one over the other. You're <br />going to have to have some intervening authority who can sit there <br />and say this is good for both parties. It's too easy to get into a <br />business deal that you can walk away and one party or the other <br />feel cheated. I think we need to get beyond that and I see this as an <br />opportunity to do that. <br /> <br />Madam Chair: Any other questions from the committee for this witness?
