Hoppe: <br /> <br />I spoke earlier with Representative Penry and I would like to <br />ensure that this bill will not impair an individual water right user <br />owner to do with their water whatever they wish; that this is a <br />negotiating process and will not impair that water right owner's <br />right to _ _' Can you address that _ please? <br /> <br />Go ahead Director George. <br /> <br />I couldn't agree with you more. We had put a savings clause in the <br />bill. It's in the draft now, for that purpose. We've had some good <br />discussions with others who said, good idea, let's amplify. We're <br />more than happy to do that. <br /> <br />Because this is a voluntary effort, because no one can dictate a <br />final conclusion, it has to be done by agreement by anyone whose <br />rights are affected. No one can require anybody to put his or her <br />property rights in the discussion or on the table, period. Anyone <br />may put their interests in water rights and property into discussion, <br />but again, it's no different than any other contract negotiations. <br />Here's what I have, here's what I need to get in return or I don't <br />play at all is also an option. <br /> <br />It's my hope that this idea across the state will gain pre-eminence <br />to the point that more and more people will say that's where I want <br />to play because everyone else is there and we can step up to the <br />next level and make some of these decisions that will last over time <br />better than we can in any other process. That's the goal, but that'll <br />have to come by people believing in it. It can't be forced and <br />won't be. I <br />appreciate you coming forward and speaking to us about the <br />inception of this idea because I've been an admirer of Delph <br />Carpenter also and frankly I think we're already using this model <br />in the state on the water education foundation board where we <br />have a variety of interests; 23 members sitting around a table here <br />that really come from a lot of different backgrounds and parochial <br />perspectives, but we demand that they leave those parochial <br />perspectives out of our board room when we sit around our table <br />and focus solely on water education. <br /> <br />So I really think there is a possibility that we can go in the <br />direction that you're speaking. <br /> <br />www.escriptionist.com <br /> <br />Page 12 of 49 <br />
