PelllY <br /> <br />So, with that, let's begin on Page 3 at Line 12, you'll see that we <br />added some new language that broadened some concepts in the <br />original bill to make clear that nothing in this bill would modify or <br />otherwise alter, either prior existing valid water rights, the prior <br />appropriations system in the State of Colorado, or the MOU s, the <br />contracts and agreements that have shaped our water policy over <br />the course of the last 150 years. And so, this is all very clear <br />disclaimer language to make sure that this legislation doesn't upend <br />or upset sort of the balance that we've established in this state. <br /> <br />The other thing that's impOliant that it does is it makes clear that <br />this is a voluntary process. We're hoping that this process works <br />and we think it will work, and therefore, people will want to use <br />this process in order to get things done. But the process is not <br />itself a mandatory process. If you wanted to build a project or <br />embark on some other activity. But again, we hope, we think that <br />people will cling to this process and want to use this process <br />because fi.Jl1damentally it works. And we clarified that issue, <br />which was dealt with in the initial draft but just added some greater <br />depth on that. <br /> <br />Madame Chair: Excuse me, Representative Penry, you're talking about LO 13 right? <br /> <br />Rep.
