2-28 House Committee amended to appropriations

House deadline. So we do need to take action today. I think the
deadline's tomorrow on this bill. But because it has changed
significantly, if it's okay by the Committee, what I think we need
to do is have Representative Penry tell us about what the bill looks
like now, and then if there's anybody out there that wants to
provide any testimony on today's version of the bill, which is a
2/28 draft that we should all have in front of us, I'd like to proceed
that way.

Hopefi.Jlly, we can all get on the same page and understand how
the bill reads if we go down this path. So, Representative Penry, if
you'd like to walk us through the amendments and the changes in
the bill since we last looked at it.

Rep. PelllY

Thank you, Madame Chair. Thank you, Committee members for
the opportunity to herein take action on House Bill 1177. As all of
you will recall during the course of the first round of testimony we
took on the bill, the number of ideas were fleshed out in a very
significant, impOliant dialogue. And so in the two or three weeks
since we had that initial hearing, myself, Speaker George, and a
number of key stakeholders throughout the Water community have
engaged in an exhaustive and at time exhausting conversation
about how to really refine the concepts that were in this bill as
introduced.

As we said when we introduced the bill, this bill was a work-in-
progress and meant to be that way. We wanted to hear from
leaders in the Water community to refine those concepts. And I'm
proud to say that today we have, and I feel like we've got a work
product that I believe deserves the support of this Committee.

Madame Chair, the way I guess, the best way to proceed would
just be sort of to go through sequentially through the amendments
as they appear, and if members have questions I'll be happy to
enteliain them.

Madame Chair: Representative Penry, that sounds like a good plan. And for those
of you who might want copies of the individual amendments, we
do have them up here. Representative Hoppy.

Rep. Hoppy: I need copies of

Madame Chair: That's a good start. The amendments are incorporated, I'm pretty
sure, right Representative Penry, all these individual amendments
are incorporated in the 2/28 draft that the Committee has in front of
them right?

www.escriptionist.com Page 2 of 22
