They are the two who have the greatest <br />expertise in my valley. <br /> <br />Representative Hoppy did you have your hand up? <br /> <br />Yes, I did, and I think we're taking, if we followed that <br />recommendation, and I'll save the remainder of my comments for <br />if there is actually an amendment. But we're taking a nonpartisan <br />issue and interjecting politics in it, and it's best to keep the politics <br />out as best we can. So when the time comes for that fight I'll fight <br />it. <br /> <br />We'll see how the vote goes when we get an amendment. Any <br />other hands up? Okay. I think we were stalled on Line 9 I think. <br />Let's talk about L005 Representative Penry. <br /> <br />Thank you Madame Chair. L005 is the product of a number of <br />conversations between myself and the Chair on an otherwise <br />beautiful Sunday afternoon yesterday. In an attempt to resolve <br />really some of - the last outstanding issue. One of the things that <br />we've really, that we've wrestled with was refining the negotiating <br />procedures. The framework at the Interbasin Compact Committee <br />level. And as we would address one set of concerns somebody <br />else's concerns would come up. It was the classic, kinda whack <br />'em all situation that we were finding ourselves in. <br /> <br />And so what we decided to do in this language was rather than the <br />general assembly say how these negotiations will proceed, we <br />direct the Interbasin Compact Committee, made up of these <br />professionals and experts from all backgrounds and from all <br />around the state, to develop their own negotiating chalier, their <br />own framework. And tell us, and come back and ask, and the <br />General Assembly would have to approve this charter. To tell us <br />what authorities, what procedures they want to use. <br /> <br />And if you go through, beginning on Line 23, we spell out, at a <br />minimum, what must be included in the charter, but these are sort <br />of broad directives and beyond that we'll rely on the Interbasin <br />Compact Committee and the water professionals to fill in the <br />blanks. 3A says that the charter has to include the framework and <br />principles for negotiations, including policies to make sure that <br />these Compacts don't overlap or not conform with one another. <br /> <br />Subparagraph B on the top of Page 11 tells them to come up with <br />their own procedure for ratifying these Compacts.
