2-28 House Committee amended to appropriations

Madame Chair: You know I don't see that that is a problem in some of the
divisions, but I was a little hung up on the Metro area roundtable
trying to figure out which two people would get appointed and if
they lived in downtown Denver, chances are they don't own any
water rights, you know, just a thought, but I'm not ready to take
that on right now. I'll let the Metro people worry about that. Any
- Representative McFadyen?

Rep. McFadyell: Thank you Madame Chair. Trying to get to the right page. On,
I'm just going back to the same topic and would ask that
conceptually we consider an amendment on Page 10, Line 9, that
would continue that sentence to say, and no more than a majority
of whom shall be from the same political party and maybe
Mr. Morris can help with that. And it looks like Representative
Penry has a comment.

Madame Chair: Go ahead Representative Penry.

Rep. PelllY Thank you Madame Chair. I'm fine with it conceptually. The
challenge and implementation though is remember that each
roundtable is going to sort of appoint their own person. And so it's
gonna be difficult to dictate - which either way you could refine it
is that each roundtable has to appoint somebody from a different
political paliy and you could say that the Governor's appointments
have to come from political parties. But you have the
appointments coming from different spots. So it's gonna be hard
on the - do you understand what I'm saying, it's gonna be hard to
get that balance.

Madame Chair: Yeah, a point of clarification, Representative McFadyen, did you
mean the Governor's appointments per se? Representative
McFadyen.

Rep. McFa~ven: Thank you Madame Chair. My whole goal is that the roundtables
and the Interbasin Compact Committees be bipartisan, and I'm
hearing the point that Representative Penry is making. So I'm
hoping that we can work that out with the bill drafter, so we can
have something that leaves this committee that would satisfy me so
I can vote for this legislation. And I'm feeling confident that
Mr. McNulty will help this as well.

Madame Chair: Representative Harvey I think yours was up first but -

Rep. Harvey: My - I only have a question about, what is the reason for having a
bipartisan political makeup of the Boards? In my experience in the
legislature, the water issue has never been a partisan issue, it's been

www.escriptionist.com Page 13 of 22
