<br />2-28 House Committee amended to appropriations <br /> <br />Page 10 of 22 <br /> <br />interests, and five of whom shall own adjudicated water rights, <br />their own water shares in a ditch or reservoir company. <br /> <br />One of the things you heard from the Farm Bureau and other water <br />providers is that it was instmmental that those people who actually <br />own water have a seat at the table in a meaningful way, and this <br />provision gets at that concept in a balanced way. <br /> <br />Subparagraph C is another way to sort of integrate SWSI with this <br />process. The members of the Colorado Water Conservation Board <br />who live in a basin roundtable will act as sort of a liaison between <br />the roundtable and the CWCB again so there's that important chain <br />of communication between the two processes. <br /> <br />Madame Chair: And Representative Penry, maybe you'll go back to it, but you <br />skipped up to thee nonvoting members appointed by the roundtable <br />members - <br /> <br />Rep. PelllY I'm sorry, I did miss that. <br /> <br />Madame Chair: Who shall represent entities outside of the basin. <br /> <br />Rep. PelllY Yeah. This was an issue raised by some of the water developers <br />who have moved their water from other places. I was not willing <br />to give them a vote in every roundtable where they are moving <br />water or some of the larger municipal providers would've had <br />votes in every roundtable. But it is important for them to have a <br />say or at least a seat at the table so they can inject their thoughts. <br />And so that's where these people will - those who move water <br />from one area to another, will be nonvoting members on those <br />roundtables. Again, just so that they're given a nonvoting seat at <br />the table. <br /> <br />Madame Chair: Oh, Representative McFadyen <br /> <br />Rep. McFadyell: Thank you Madame Chair and Representative Penry. In looking at <br />L009, and I know we're not up to L0012 yet, but one of the things <br />that I would like to see in this legislation that isn't - that could <br />happen naturally, but I would like to ensure it does happen - I have <br />discussed this with Mr. McNulty, is that there be bipartisan <br />representation at these roundtables. And so I'm hoping that you <br />would be okay with amending, when we get to amendments, L009 <br />to have language in there which Mr. McNulty helped me with, <br />ensuring that no more than a majority of whom shall be from any <br />one political party, both at L009 and probably LOO 12.
