PelllY <br /> <br />Another piece was language we worked out with some folks in the <br />conservation community to ensure that the issues that are looked at <br />as part of this negotiation include both consumptive and <br />nonconsumptive uses and also, well, the consumptive and <br />nonconsumptive uses are, I think, are sort of some of the key to <br />distinctions. Just to make sure that the fi.Jll array of issues, whether <br />you're talking about recreation or other like activities, are part of <br />this conversation that we are creating as pali of House Bill 1177. <br />And so I would renew my motion for the amendment to the <br />Committee Report on Agricultural. <br /> <br />Is there any discussion to L020 to the Committee Report? This bill is premised on the notion that <br />in the throws of a 500-year drought, Colorado has spent far too <br />much time fighting with itself on water issues and not nearly <br />enough time solving problems. And so what this bill seeks to do is <br />to create a new negotiating framework to see if we can't meet the <br />clear and present water needs of this state for the next 10,25, 50 <br />years. Recognizing the decisions or nondecisions we make here in <br />the next few years will have ramifications for the coming decades. <br /> <br />And so, this legislation again, creates a framework to hopefi.Jlly <br />stimulate a new negotiation, a new dialogue between the various <br />basins around the state. The mechanics of the bill are these; the <br />bill creates roundtables, again going back to the Committee Report <br />consisting of a broad array of representatives from <br /> <br />www.escriptionist.com <br /> <br />Page 3 of 13 <br />
