Seeing none. Sara Duncan? Sara, welcome <br />to the Senate of Agriculture, Natural Resources, and Energy <br />Committee, please state your name and who you represent for the <br />record and proceed. <br /> <br />Thank you, Mr. Chairman. My name is Sara Duncan and I am <br />here today on behalf of both the Water Congress. And I mention <br />that specifically because the last time I failed to mention I was <br />testifying on the behalf of the Water Congress; Mr. MacRavey <br />made it very clear that he thought I was senile and also, on behalf <br />of the Denver Water Department. <br /> <br />And one thing you should note about the Water Congress's support <br />was for many basins in fact, seconded the <br />motion to support this bill. So there is really wide spread interest in <br />what we consider one of the most innovative concepts in terms of <br />addressing water. <br /> <br />I would disagree with Mr. Nichols that we haven't come very far <br />in 50 years, at least as far as I know, I don't think we're in cOUli <br />with anyone right now, so I think we've come very far. But the <br />idea of a compact within the state really is impelled almost by the <br />same conditions that had the other compact theme written and that <br />is Colorado's fault that it was not developing as fast as another <br />area, just as the is not developing or some other <br />mral areas as fast as the metro area, and so they want to have a <br />broader look and say "how will this work? Where do we fit into <br />this so there will be some water, perhaps available for them"; the <br />difference between those compacts and what this will do is there <br />was a lot of un-appropriated water in those days, and there is much <br />less un-appropriated water now. <br /> <br />That's why one very important part of this bill is then really in the <br />beginning, when it talks about taking care of the policy of prior <br />appropriation, that there's a commitment to it, that it's a firm, and <br /> <br />www.escriptionist.com <br /> <br />Page 18 of 37 <br />
