Periodic assessment of the degree of public acceptance the SBC study effort and
the results of the study are achieving. Both qualitative assessment of contacts and
comments and quantitative assessment via internet-based and hard-copy opinion
surveys will be employed.

It is our understanding, that the City would like the Consultant to produce a project web
page for public access and information dissemination. We will use in-house staff to
create this site. Ayres Associates has several experts in electronic text and data set
manipulation with capabilities to design, produce, and manage electronic and on-line
documents using a variety of software programs.

While most of the Public Involvement Task will be handled by a specialist facilitator, it
is important to note that our technical staff is extraordinarily well prepared to function
professionally, with poise and a manner that achieves public understanding of these
technical topics. This is illustrated by the fact that we have written technical manuals
and conducted continuing education classes on a full range of water resources topics
for the federal government; we provide technical support for HEC-RAS users; and we
have an internal Toastmasters group that is supported specifically for the development
of public speaking skills of our employees.

OPTIONAL TASK 7: MAPPING

A review of previous mapping and hydraulics documentation on this project reveals
that the single most valuable product of this new study will be an accurate picture of
the true amount and location of spatially varied flow. This means that the 2-
dimensional flow modeling described in Task 4 is critically important. Logically, this
modeling is only as good as the mapping. We evaluated the date, extent, nature, and
detail of the mapping and have concluded that existing mapping cannot be
economically composited into a usable form. Therefore, new mapping is necessary.
We suggest that new mapping be generated at the earliest stage of the work possible
so it is available for use in the hydraulic analyses (refer to schedule). This mapping will
be supplemented with as-needed ground survey to obtain channel sections, relevant
spot elevations, and other information. The mapping will cover the floodplain of South
Boulder Creek from the mouth of the canyon to the confluence with Boulder Creek. It
is proposed to be performed as an integral option to the subject project by our
Madison, Wisconsin office.

Ayres Associates proposes to provide the following services:

. Aerial photography acquisition
. Establishment of control data
. Photo Laboratory Services
. Analytical aerotriangulation
. Planimetric mapping
. Topographic Mapping
. Project Administration
. Production of hard copy and digital deliverables

28
