All those in <br />favor, indicate by saying, "Aye." <br /> <br />Group: Aye. <br /> <br />Chair: All those opposed, no. The ayes have it. L027 is adopted to the <br />bill. <br /> <br />Senator Isgar: Thank you, Madam Chair. 1177 has been worked on for quite <br />some time, and it really was a - a product that came out of the <br />Department of Natural Resources. Russell George has - has been <br />promoting really for at least a year if not more, and it builds on the <br />round table that were - that were created under the state wide <br />watch by initial process. Make some modifications to those, and <br />then building off of those traits, a larger committee that's state <br />wide - the Inner Basin Compact Committee. And the hope is that <br />if we can bring people to the table to discuss some of these <br />controversial water issues, not only within basins but transfers <br />between basins, then it'll avoid some of the litigation - some of the <br />really hard feelings that result from these projects. And whenever <br />you bring people to a table to talk about the issues, I think you <br />have a better chance of resolving them than if the processes should <br />go to court and then the fight in court beings. And - and I think <br />we're very hopeful that this process can help. It surely can't hurt. <br />I don't think there's anybody at this time that - that feels <br />threatened, and therefore I think we can move ahead and actually <br />resolve some of these contentious issues. And in my area, we're <br />especially excited about the ability we'll have within our own <br />basin to address issues. Our concern is not so much other basins, <br />but issues within our basin. And we view this as a process that can <br />help us address our needs in those basins, and I would ask for an <br />aye vote on House Bill 1177. <br /> <br />Chair: Senator Taylor. <br /> <br />Senator Taylor: Thank you Madam, Chair. I raise in support of 1177, and urge <br />your support. This is a culmination of an awful lot of work for an <br />awful lot of years actually to - to read it again to come together on <br />- on these kind of issues and it's got support, as Senator Isgar said, <br />from DNR, Russell George, and a lot of people over there.
