Of <br /> <br />titled the House Bill 1177. <br /> <br />Senator Gordon: House Bill 1177 concerning the negotiation of interbasin compacts <br />regarding the equitable division of the state's waters, and making <br />an appropriation in connection therewith. <br /> <br />Clerk: Senator Isgar. <br /> <br />Senator Isgar: . I would move House Bill 1177 on a second <br />reading, and I also move the Agriculture Committee RepOli. <br /> <br />Chair: Okay. The Committee report. <br /> <br />Senator Isgar: The Committee Report, even though it's a couple pages long, was <br />mostly small, rather technical changes that were made at - at the <br />request of numerous - mostly water conservancy districts. And I <br />think it helped. I - I think the main emphasis is they are trying to <br />make sure that - that this process cannot hurt them, and - and I <br />think once they assure themselves that it can't, then they'll be more <br />suppOliive. But back to the amendment, if - if anybody has a <br />particular concern about any - any particular part, I would be glad <br />to explain it, but they're are mostly - I - I would say rather <br />technical in nature and just clarifying what the intent was. And <br />with that, I would ask for adoption of the Committee Report. <br /> <br />Chair: Question before the body is the adoption of the Agricultural <br />Committee Report. Senator Isgar, there is a floor amendment. <br />Will the Clerk please read LL027? <br /> <br />Clerk: LL027 by Senator Isgar entered. <br /> <br />Chair: Senator Isgar. <br /> <br />Senator Isgar: Thank you, Madam Chair. There was just a - I really - a couple of <br />more - one more amendment, but just a couple of additions mostly <br />to clarify to some concerns that the farm bureau still had, and the <br />main concern was over the use of agents to represent water right <br />owners. They were concerned that somebody else might appoint <br />the agent to represent the water right owner. That wasn't the <br />intent, so we clarified that the owner of the water would select the <br />agent to represent them. And - and that's mostly what it did, and it <br />makes sense.
