And let me <br /> <br />explain to you why we think it's important to create that and <br /> <br />what we're trying to accomplish. <br /> <br />We've done the Statewide Water Supply Initiative over the <br /> <br />last couple of years. And what that identified was, there's a <br /> <br />significant gap between what our needs would be by the year 2030 <br /> <br />and our ability to meet that. <br /> <br />And what we're trying to accomplish here is that there's a <br /> <br />gap there that keeps us from getting these projects built.
