Members, all this does lS place a <br /> <br />sunset on the transfer from this new fund that Senator Isgar's <br /> <br />bill is setting up in the Operations Account. And as of June <br /> <br />30, 2010, if there are unexpended money in there, it reverts <br /> <br />back to the Severance Tax Operations Account. So that we can <br /> <br />have four years to see how this program works, to see if it's <br /> <br />doing what Senator Isgar and I hope it does, which is create <br /> <br />resources for these smaller water projects, so that the <br /> <br />environmental assessment and the planning can be done, so that <br /> <br />these folks can then access the loan funds that are already in <br /> <br />the Perpetual Fund. <br /> <br />- 3 - <br />
