Through several years the General Assembly has struggled <br />with how they can encourage local water providers and others to <br />meet their water needs. What can they facilitate? And <br />especially in the drought period of the last severa l weeks <br />[unintelligible]. <br />And what we all came up with has been kind of a three - <br />pronged approach that we thought, established on <br />[unintelligible]. And we looked at each phase [unintelligible]. <br />And then last year, 1177 established Basin Roundtables so <br />that there could be consensus built in the local communities to <br />address their water needs in a way that they [unintelligible]. <br />And then the third prong of that is then how do you fund <br />it, how do you pay for this -- those water needs? <br />And Senator Isgar has come forward with Senate Bill 179, <br />which really is a good way to do that. You have the Basin <br />Roundtables after acting on [unintelligible] brought forth by <br />SWSI, coming up with their recommendations from a broad base of <br />support, and then the CWCB [unintelligib le] recommendations <br />[inaudible]. <br />This way it kind of ends the bitter back and forth in <br />conflict and brings people [unintelligible] who can actually <br />[unintelligible] to go about building water projects or, you <br />know, helping non - structural [unintelligible].
