some body comes to you for a funding request, they don't know <br />exactly what they're going to need either. <br />So, it's kind of when they'll say, "We need some money so <br />we can hire a consultant and start down this road." But what <br />they don't know is [unintelligible] how many objections they'll <br />have, what all has to be addressed, you know, how -- whether or <br />not they'll have to do an EA or EIS. And they're going to come <br />back and they need more money. And you don't want to get <br />halfway through it and find out, you know, " Well, this is $1 <br />million. Now we have to quit and we're not quite done." <br />You know, maybe there is some amount there that we could <br />put that would be big enough to cover it all.
