some body comes to you for a funding request, they don't know
exactly what they're going to need either.
So, it's kind of when they'll say, "We need some money so
we can hire a consultant and start down this road." But what
they don't know is [unintelligible] how many objections they'll
have, what all has to be addressed, you know, how -- whether or
not they'll have to do an EA or EIS. And they're going to come
back and they need more money. And you don't want to get
halfway through it and find out, you know, " Well, this is $1
million. Now we have to quit and we're not quite done."
You know, maybe there is some amount there that we could
put that would be big enough to cover it all. But, I think the
fact we've got two layers built in there already will proba bly
gives you some assurance.
