Senator <br />Tochtrop? <br />Senator Lois Tochtrop: <br />Thank you. <br />And you're mentioning the small water projects, but they're <br />not mentioned in the bill and I think that's a concern that I <br />have. You know, it just -- it doesn't say what -- really say where <br />this money is going. <br />Chairman Grossman: <br />Mr. McNulty? <br />Mr. McNulty: <br /> Thank you, Mr. Chairman. <br />That is correct and we did do that on purpose. We -- <br />sometimes we try to overanalyze in trying to restrict programs <br />like this that's just trying to keep bad things that we think <br />might happen from happening. <br />It is our experience with this program that, the more <br />flexibility we allow those who are knowledgeable in water <br />affairs, knowledgeable in water projects, the better off we will <br />be. Some of these programs will be the EA or EIS could cost <br />$750,000 to $1 million, though it be a small 5,000 - acre for <br />storage project. So, there's no way for us to tell on the front <br />end how much money will be needed. So, our thought is the more <br />flexibility the better. <br />And then if we st art running into problems, let's come back <br />and fix it. But, let's not ratchet it down so tight on the <br />- 19 - <br /> <br />
