It doesn't have to be all grants, but it could be used for <br />grants. <br />But, I don't disagree with you that we have other needs <br />that we need to meet. And I -- and we want to try to identify <br />some of those and see if we have some funding to -- where we could <br />really make a difference. I'm not sure about cleaning up all <br />the mines, but are some places where we could make a difference. <br />And there are some [unintelligible] we could make some <br />improvements on and, you know, and I do [unintelligible] what is <br />the true cost and what is the benefit. <br />But, I think we all want clean water and clean rivers, and <br />I don't know that we're precluding things like that. That <br />wasn't what we anticipated here. But, you know, maybe they <br />ought to be able to be included on the list of things that could <br />be funded. I don't have a -- I don't think we'd have a problem <br />with that. <br />Chairman Grossman: <br /> Ms. Kassen, I have a question. It's <br />not really related to what S enator Isgar is saying. <br />You didn't mention the fact that the Interbasin Compact <br />Roundtable Process seems to be omitted from the bill. Senator <br />Isgar in his presentation said that the reason why he did that <br />is he doesn't want that to be the exclusive method of obtaining <br />funds. <br />- 12 - <br /> <br />
