I still don't -- I still believe we have a real need to help <br />entities with permitting and compliance. And the comment that <br />they should know what the full cost is, that's fine. It’s one <br />thing to know what the f ull cost is. It’s another thing to be <br />able to afford the cost. <br />I mean, and in some cases, I believe more than this. If we <br />were to help them with the feasibility and the compliance -- and <br />the compliance mainly in helping them with the full <br />[unintelligible ] cost from the EA or even EIS. But, if we help <br />them through that and perhaps once we do, maybe they can repay <br />that. They just can't afford to do it and then not build a <br />project. I mean, if they can build the project then maybe they <br />can repay us. <br />You kn ow, you comment on the Perpetual Base Account, but <br />the statute says that any money funded out of that has to be <br />repaid, principle and interest. True, we could change the <br />statute, but ever since this was created the money out of the <br />Perpetual Account has t o be repaid. <br />I believe the money that they do grant is maybe some of the <br />5 percent you referred to. They do get a small slice of the <br />other 25 percent, 5 percent, and I believe some of that they <br />have some flexibility with. <br />What we're trying to do is come u p with another pot of <br />money that could do -- that could be used primarily for grants. <br />- 11 - <br /> <br />
