<br />Paonia - Feldman Diversion Reconstruction <br />North Fork River Improvement Association <br /> <br /> <br />Requested Funding : Basin Account - $48,000 <br /> State Account - $62,700 <br /> <br />Recommendation : The original application requested $110,625 from the Basin <br />account. The applicant accepted the PSC recommendation to divide the <br />proposed project funding between the Basin and State accounts. <br />Suggested Improvements : Rick Brown has indicated that the applications should <br />include task definition with accompany ing labor and ODC rates. The applicant <br />should include this in its application. <br /> <br />This is a project to create an efficient, low - maintenance, permanent concrete head gates <br />and in - river low - head diversions for two irrigation ditches on the North Fork of the <br />G unnison River near Paonia. This project is consistent with watershed management <br />goals and needs assessments of the North Fork Water Conservancy District, the North <br />Fork Gunnison Action Strategy (2000), and the Statewide Water Supply Initiative <br />Findings and Key Recommendations. The project will deliver a full decree into the <br />existing ditch systems while conserving water, improving use efficiencies, reducing the <br />need for bulldozers in the channel, and decreasing suspended sediment. <br /> <br /> <br />Paonia Reservoir Sedimen tation Management Study <br />North Fork Water Conservancy District <br />Fire Mountain Canal and Reservoir Company <br /> <br />Requested Funding : Basin Account - $ 79,000 <br /> State Account - $230,000 <br /> <br />Recommendation : Approved as requested <br /> <br />Suggested Improvements : None <br /> <br />Paonia Reservoir, was commissioned in 1962, with an original capacity of 21,000 acre - <br />feet. The reservoir has lost approximately 24% of its total capacity as of the last <br />sediment survey in 2002, and storage losses to sediment continue at an annual rate of <br />about 124 acre - feet. At the historic rate of sedimentation, the storage volume will be <br />completely displaced by sediment within the next 125 years. Nearly all of the dead and <br />inactive pools (storage reserved by the U.S. Federal Government) have presently b een <br />depleted due to sedimentation losses and active storage is currently being encroached <br />on. The accumulation of sediment around the outlet’s intake structure is expected to <br />adversely affect the reservoir outlet in ways that may harmfully impact the abili ty to <br />control the reservoir in a manner consistent with historic operation, in accordance with <br />downstream demands for storage releases and in a way which avoids detrimental <br />downstream environmental impacts. <br />Page 2 of 3 <br />GBRT - PSC Recommendations <br />7 May 2007 <br /> <br />
