PSC Operating Guidelines <br /> <br />1. At the time the project is submitted to the PSC and the GBRT, GBRT <br />members shall disclose any participatory role of a member or affiliate of a <br />member in the project and any financial or other benefit a member or any <br />affiliate of a member may receive from the proposed project. For purposes of <br />this disclosure, “membe r” includes the entity or entities that appointed an <br />individual to the GBRT. <br /> <br />2. Applicant shall give notice at the GBRT meeting prior to its submittal of its <br />request for PSC review of its application. <br /> <br />3. The PSC must consider the application at least once befo re the next GBRT <br />meeting. <br /> <br />4. PSC will review the application against the GBRT and State application <br />requirements. <br /> <br />5. The PSC will find an application acceptable when 4 of 6 members approve <br />the application for GBRT consideration. The PSC may include comments on <br />an application forwarded to the GBRT. <br /> <br />6. Should the application be found to be deficient, the PSC will request the <br />applicant to address the identified deficiencies and reschedule a second PSC <br />review. <br /> <br />7. If the PSC finds the application to be deficien t, the applicant may: <br /> <br />a. Address deficiencies and resubmit to the PSC for further consideration. <br />b. Take the declined application directly to the GBRT. <br /> <br />8. Whenever a PSC declined applicant directly petitions the GBRT, the PSC will <br />have the opportunity t o present the PSC’s position regarding the declined <br />application. <br /> <br />9. The GBRT can accept the application, accept it with modifications, return it to <br />the PSC with comments for further consideration, or reject the application. <br /> <br />9.
